Hawaii-based Sailors offered pathway to commission as Navy officers and attorneys

JOINT BASE PEARL HARBOR-HICKAM, Hawaii – A newly released Navy directive is opening doors for enlisted service members stationed across Navy Region Hawaii to transition from the deckplates to the courtroom.

Released Oct. 15, 2026, NAVADMIN 243/26 officially announced the convening of the Fiscal Year 2027 Judge Advocate General’s Corps (JAGC) In-Service Procurement Program (IPP) Selection Board. Scheduled to meet in January 2027, the board offers career-motivated active-duty Sailors from any rating the opportunity to earn a commission in the Navy JAGC.

The board will accept applications for the Funded Legal Education Option (FLEO) and the Direct Commission Option (DCO).

  • The FLEO path is for enlisted Sailors, who if selected, will receive a fully funded law education at an American Bar Association (ABA)-accredited law school to earn a Juris Doctorate (JD) before attending officer training to earn a naval officer commission. Applicants must have served on active duty for a period of no less than four years and no more than eight years at the time legal training begins.
  • The DCO path is for enlisted Sailors who have already obtained a JD from an ABA-accredited law school and have been admitted to practice law before a federal court or the highest court of a state, a U.S. territory, the commonwealth of Puerto Rico, or the District of Columbia. Applicants must have served on active duty for a period of no less than 2 years and no more than 10 years at the time of application.

For Hawaii-based Sailors looking to take advantage of this program, Lt. Cmdr. Pat Hanigan, Navy Region Legal Service Office Western Pacific Detachment Hawaii assistant officer in charge, is ready to support prospective applicants who have questions about the program, the application process, or JAGC roles and responsibilities.

“What this program provides the JAG Corps with is experienced Sailors who have fleet familiarization and who already understand Navy culture,” said Lt. Cmdr. Pat Hanigan, RLSO WestPac Detachment Hawaii assistant officer in charge. “Upon graduation, they are immediately able to speak fluently with commanders and clients on the practical details of the Navy.”

To learn more about the program, check out official IPP page at: https://www.jag.navy.mil/career/navy-lawyer/ipp/. Hawaii-based applicants who have questions about their applications can contact Hanigan at: patrick.s.hanigan.mil@us.navy.mil.

Navy Region Hawaii serves as the regional coordinator for all shore-based Navy installations, personnel, and activities on Oahu and Kauai, supporting the readiness of the fleet and warfighters throughout the Pacific theater of operations.
